By March 15, New York State had reported 729 confirmed cases of COVID-19. In four days, that number would jump to 5,683 cases, making it the epicenter of the pandemic. NY Gov. Andrew Cuomo announced a shelter-in-place order, beginning March 20, in which non-essential businesses were ordered closed, and residents across the state were asked to stay home. However, city, state and national governments were not aligned on how to manage the spread of the virus. It was clear that the United States was not prepared.
